Once again Ukraine goes back on it’s words, peace

Ukraine has proven over and over again it cannot be trusted to have peace in Ukraine.

Ukraine had agreed to trade a broad autonomy for the east to get back control of its Russian border by the end of this year under a peace deal hammered out  in negotiations between Russia, Ukraine, France and Germany. French President Francois Hollande  said the announcement of a new cease-fire deal has come as a “relief to Europe.”  Russian President Vladimir Putin told reporters that the agreement envisages a cease-fire beginning Sunday (2200 GMT (5 p.m. EST) Saturday) as well as a special status for Ukraine’s separatist regions and provisions to address border concerns and humanitarian issues. The deal,  requires the Ukrainian parliament to give wide powers to the eastern regions as a condition for restoring Ukraine’s full control over its border with Russia. “But the concrete steps of course have to be taken, and we will still face major obstacles. But, on balance, I can say what we have achieved gives significantly more hope than if we had achieved nothing.”said German Chancellor Angela Merkel, who brokered the talks in the Belarusian capital of Minsk together with French President Francois Hollande. Putin exerted pressure on the separatists to get them to agree to the cease—fire.  “The peace deal also determines a division line from which heavy weapons will be pulled back. The line of division and other key provisions were in a document endorsed by rebel chiefs and the representatives of Russia, Ukraine and the Organization for Security and Cooperation in Europe. That agreement was endorsed by the four European leaders, who issued a separate declaration.”

The European stocks leap and both the euro and ruble rose against the dollar Thursday after the announcement of a ceasefire in Ukraine from midnight on Saturday.  The world desires this peace, as more than 5,300 people have died since April in the fighting in eastern Ukraine between Ukrainian Russian separatists and the Ukrainian  government troops. Ukrainian Russian separatists in  the rebel regions, which held their own elections last fall that Ukraine are obliged to hold a new local vote under the Ukrainian law. The restoration of Ukrainian control over the border with Russia in rebel-controlled areas could be completed only by the end of 2015 on the condition that Ukraine conducts a constitutional reform granting wide powers to the eastern regions, including the right to form their own police force and to interact,  trade freely with Russia.  The heavy weaponry will be withdrawn from both sides by 50 to 70 kilometers (31-43 miles) in the next two weeks.

Other points of the agreement are:

  • Amnesty for prisoners involved in fighting
  • Withdrawal of all foreign militias from Ukrainian territory and the disarmament of all illegal groups
  • Lifting of restrictions in rebel-controlled areas of Ukraine

However Ukraine can  derail its implementation, as Ukraine is already challenging the agreement as being unacceptable. The  previous cease-fire agreed in September fell apart as Ukrainian forces and the rebels both tried to gain more ground.   Ukraine says a full restoration of peace, law and order in the region will be a near-impossible undertaking as it requires Ukraine to amend its constitution by the end of 2015 in agreement with the leaders of the rebel regions, giving them an effective veto over the rest of the country’s lawmakers. Ukraine still wants to continue the fighting around Debaltseve, a key transport hub between the two main rebel-held eastern cities. The Ukrainian  Rebel leaders lauded the agreement and said they’re willing to give Kiev another chance.  “(We) give this chance to Ukraine to change its constitution, to change its attitude,” Luhansk rebel leader Igor Plotnitsky said.  Donetsk rebel leader Alexander Zakharchenko said he will blame Kiev if the cease—fire collapses and then there “will be no meetings and no new agreements.”

Let’s be clear about it the  Ukraine, the prostitute, had temporarily agreed to the peace terms to get  more money from  the International Monetary Fund, which on Thursday announced $17.5 bn in assistance for Ukraine,  the financial package was used  to press Poroshenko into accepting the peace terms. The World Bank also had said o it would provide Ukraine with up to $2 billion in support in 2015, with assistance focused on aiding the poor, supporting reforms and fighting corruption. “It is vital that Ukraine undertakes comprehensive reforms quickly,” the World Bank president, Jim Yong Kim. Ukraine temporarily had agreed to a peace process with pro-Russian separatists, but still is rearming and prepared for war. Ukraine looks for any excuse to considering scrapping the agreed upon peace and will renegade on the  the autonomy offer to the Ukrainian rebels.

The US President Barack Obama who is clearly a war mongerer   said he wanted to see how the latest round of diplomacy played out before taking a decision on whether to send arms to Ukraine to help it defend itself.

Overall EU, France, Germany  and Putin had won the day.

  1. Thank you for your link. I personally believe that the ceasefire will not last unfortunately. The sudden decision was taken in order to not impose new sanctions against Russia from Europe. Usually I write about Middle East and Eastern Mediterranean issues on my blog (http:// middleeastnewsservice.com) but I look forward to see if Russia could be involved anyhow now in the war against ISIS
